WGOG

The general strategy of the Government is to make it as difficult as possible for triads to operate by attacking their activity on a broad front. thus initially reviewed all areas of triad operation

Twelve reports and what was being done to combat it. for WGOG on different aspects of triad activity are currently under various stages of preparation. far, WGOG is considering the following areas.

Wholesale fish markets - To prevent

racketeering, WGOG has recommended that -

(a) the Police should screen permit applicants for triad links;

there should be improved security measures in Fish Market Organisation markets;

there should be improved liaison between the Agriculture and Fisheries Department, the Police and the fish market associations; and

there should be simpler loan procedures for fishermen in financial trouble to prevent them going to loan-sharks.

3.11

Squatter areas - It is Government policy that there be provision of legal supplies of water and electricity to most squatter areas. To cut down triad influence, WGOG has recommended to those concerned -

(a) the speeding up the provision of these

amenities; and

(b) that the Housing Department [HD], City

and New Territories Administration [CNTA] and District Boards [DBS] should liaise on the priority for provision of amenities, and that Police/HD/CNTA liaison should be strengthened at

district level, with, if possible, more police patrols of squatter areas.
