to determine, in the event of
disagreement, the times to be allocated to
the public broadcaster's programmes at the
weekend;
(vi) to make rulings as to the material that
constitutes an unpaid API; and as to the
Government material which the licensees
should be required to broadcast and the
times at which such material should be
broadcast; and
(vii) to recommend to the Governor-in-Council
the number and location of community radio
stations.
It should be provided that the Authority may:
(i)
issue codes of practice relating to
technical standards;
(ii) issue codes of practice relating to
programme and advertising standards;
(iii) have similar powers over both radio
television to those presently given to the
Television Authority and the TVAB by the
Television Ordinance (Cap. 52);
