constitutes or constitute in the opinion of the Registrar a later edition or editions of a registered newspaper.

9. The particulars furnished in accordance with the provi- sions of these regulations shall be kept by the Registrar as a newspaper register or registers of local newspapers.

10. Any person may search and inspect any register of local newspapers on payment of $5 for every such search and inspection, inspection and and any person may require an extract from any such register to be certified by the Registrar on payment of $10 for every such extract.

11. Upon the registration of any local newspaper, and upon the furnishing of any substituted particular, the Registrar shall dis- patch by registered post a copy of the particulars or particular to each person named in such particulars or particular, addressed to the addresses or address specified in such particulars or particular.

12. A fee of $100 shall be payable on registration under regulation 2 and a further fee of $100 shall be payable for every year other than the first during which such registration remains in force. Such additional fee shall become due on the anniversary A fee of $10 of the day upon which registration was effected. shall be payable on every occasion upon which substituted particulars are liable to be furnished under regulation 5.

13. (1) No newspaper shall be distributed for sale save by a distributor licensed by the Registrar:

Provided that no licence shall by reason only of this regula- tion be required for the sale to the public at retail prices of any newspaper. Any such licence shall be in Form 2 in the Schedule and a fee of $100 per annum shall be payable therefor.

(2) The Registrar may refuse to licence or may cancel the licence of any distributor if-

(a) such distributor has distributed a newspaper whose sup-

pression has been ordered by the Court; or

(b) it appears to him to be necessary or expedient to do so

in the interests of public safety or public order.

14. No printed document other than a newspaper or a docu- ment habitually forming part of a newspaper shall be distributed in or with such newspaper without the consent of the Registrar.

15. It shall be the duty of any newspaper distributor who is required to be licensed under regulation 13 to supply to the Registrar on the day of distribution or on the day next following which shall not be a holiday a copy of any imported newspaper distributed by him and of every second or varied edition or im- pression thereof so distributed, with the name and address of such distributor.
