The Council ADVISED and the Governor ORDERED:
(a) that the proposals as
described
in paragraphs 7 to 34 of the
memorandum should be approved in
principle but that:
(i) there
should
be
two
assessors
at
interim
hearings;
(ii) there should be a larger
panel
of
possibly made up
who
should
assessors,
of
JPs,
be
called
interim
forward for both
and final hearings on a
roster basis;
(iii) the court should deal with
(iv)
the classification of video
tapes;
consideration should be
given to retitling the
Ordinance as the "Obscene
and
Publications
Violence Ordinance"; and
