Hong Kong have now reached the stage of having draft Legislation ready for publication, and

Concern in Hong Kong about the continued flow of "soft (and not so soft) pornography", particularly to juveniles, remains high: it is a favourite topic for debate in District Boards and among the media.
Hong Kong's latest proposals have been discussed with the Judiciary, who seem broadly content with what has been devised (see especially Annex B to the Latest EXCO paper). However there is a real risk that certain quarters will criticise even these (rather moderate) proposals as a form of political censorship/softening up in readiness for 1997.
