the expansion of OCBCs should stay within a ceiling of

of 134 and that licensing of new centres in new areas of population will be subject to the relevant criteria and procedures being followed; (paragraph 21);

cross-betting facilities be maintained at their present limits until such time as proven demand justifies a further review of these limits (paragraph 23);

there should be no change to the minimum age of 18 for entry into legal betting facilities (paragraph 30);

the present policy of disallowing

any new

types of horse-race betting be reaffirmed (paragraph 35);

policy for licensing mahjong/tin kau houses (paragraph 56);

the policy of disallowing new forms of gambling be reaffirmed (paragraph 61); and

(n) no change to the present degree of media coverage of horse-racing be introduced at the present time (paragraph 65).
