Despite initial teething troubles, due largely to inadequate enforcement experience, the Police assessment is that it has been generally adequate and is an effective deterrent to illegal operators and gamblers. Compared with the other measures introduced since 1973, the Police view is that Gambling Ordinance 1977 is probably the most effective weapon in reducing the overall level of illegal gambling.

From the assessment in the preceding paragraphs, it would appear that the measures introduced since 1973 have generally achieved their objectives. However, as the illegal gambling scene is always in a somewhat fluid situation, as evidenced by the apparent increase in mobile casino establishments in 1978, it is intended that periodic reviews be conducted of the overall situation.
Public Relations Aspect

As gambling is à highly emotive subject, special attention has been paid to public reaction monitored over the past year in the review. It is considered that the public, many of whom have been sceptical about Government's policy of providing a legal substitute to combat illegal gamblig, would probably feel relieved to learn of the substantial reduction in the overall level of illegal gambling activities. To the more conservative sector, the proposals to-- restrain further expansion of off-course betting centres and exotic bets and the continued prohibition of casino gambling and off-course betting on Macao greyhound racing are likely to be welcomed as firm steps taken by Government to draw the line and curb any further spread of the gambling habit. The emphasis on discouraging young people from taking up the gambling habit through stipulating a minimum age for entry into race courses and off-course betting centres is also likely to be regarded as a move in the right direction.
