1. The Japanese have now raised this in the

context of the Governor's forthcoming visit to

Japan ((25-27 May) The Consul-General has said

that the Japanese Embassy will be discussing it

with the FCO in London. It also appears that the

existing limited Japanese cannot enlarge their financial assistance

to Hong Kong educational institutions without a

formal agreement. So this issue is coming to the

boil.

The Japanese Consul-General telephoned the

Political Adviser on 13 May to say that his en- quiries about the Air Services Agreement initialled with the Dutch (our telno 1463) reflected Japanese interest in Hong Kong's ability to sign agreements generally under specific authorisation from HMG.

They will be checking out HMG's views on this

point
