Further to your minute of 21 May and Hong Kong telno 1563, I now enclose a letter from Mr Peirce on this subject.

(a) should the document(s) be referred to as an
"agreement"? [I assume not
to avoid unnecessary complications it need

(b) would an entrustment

(c) should we mention the exchange to the Chinese
in advance? [I think so, for form's sake.]
