CRD have discussed Sir informally with British Council, who have recently been involved in arrangements for a similar donation British Council from a Japanese philanthropist. need to clear proposals with their Legal Adviser and Finance Department but,in principle, see no objection to making arrangements along the lines suggested. We (HKD and CRD) will now have to agree a letter, probably next week, formally asking British Council to take this on.
