Further to our telephone conversation on 6 June,
I enclose a copy of Sir S K Tang's letter of
10 March 1986, and Hong Kong telegram nos 1377
and 1746 to provide you with some background.

2. We should be grateful for your views on how
best to proceed. It seems to us preferable to pass
to you the capital sum of £1 million, and for you
to deposit it in trust, using the interest for
the purposes suggested by Sir S K Tang. We would
hope that you could include the payment to the medical
charity as part of the overall arrangements. You
suggested that we might hand the money over
to you under cover of a letter setting out the conditions
under which you were to hold the £1 million in trust,
and expend the interest. This would be acceptable,
subject to the views of Hong Kong.
