1. I attach a copy of a self-explanatory minute from Finance Department. The way is now clear to write to the British Council, perhaps on the lines of the draft letter attached to my minute of 13 June to Mr Escritt, though the intervening death of Sir S K Tang may require some amendments to be made.
2. I think the discussion with the Council should now be managed by HKD, keeping Finance Dept (and as appropriate CRD) informed.
