British Council Representatives overseas calculate their own costs and inform FSD what local management charge they wish to add. An award for 12 months could, therefore, cost approximately £600, £546 HQ charge and £50 Representative's charge.

The setting up by the Council of a new Trust to handle the Shiu-Kin Tang legacy would involve considerable work and as we would have to charge for the staff time involved, would make considerable inroads into the annual interest. We should have to set up a Board of Trustees with at least one (senior) British Council member, establish a deposit account to be controlled by the Trustees who would have to make decisions on investments, and in the case of Shiu-Kin Tang, there would be the additional responsibility of administering and disbursing the interest on one-third of the legacy to a medical charity.

A cost-saving alternative would be a straightforward "donation for special purposes" into an interest-bearing DSP account which could be managed by Asia, Pacific and America Division of the British Council and the interest held on the British Council budget in Hong Kong and usable only for SKT awards.

6. The interest on two-thirds of the legacy, at possibly £75,000 per year would fund about six full annual awards and, obviously, a greater number of part-awards.

The British Council in Hong Kong already arranges the advertizing and selection of Foreign and Commonwealth Office Scholarships (1986/87 allocation £40,000), so a mechanism exists which could be used for identifying potential SKT scholars. Representative Hong Kong would need to charge for the extra work involved in the selection process, eg advertising, gathering in applications, sifting, obtaining references, shortlisting, organizing a selection committee.

The setting up of a Trust would be a costly business straining the available Council staff resources, and reducing funds available for awards. hope that the proposal outlined in paragraph 5 above will be acceptable to the FCO with our involvement limited to selection and administration of the

scholars.
