The
Letter

British Council, which
was
the
attached written as a result of our
meeting with representatives
of Council and CRD on 20 August, arrived today. I should be grateful for your comments.

Our initial thoughts are that the option outlined in paragraph 5 is attractive and we should consider it. However, it would not require a Trust and our involvement, once the money had been handed

1. I agree that the simplified alternative in para 5 of Ms Boland's letter seems to fit the bill well enough. Indeed it could have the advantage of greater flexibility in the longer-term eg after 1997. It would however require a clear directive from the FCO to the Council about the "special purposes", in order to meet the late Sir S K Tang's known wishes. This would need to cover both the 'scholarship and medical charity elements. (I read Ms Boland's final para as an attempt to leave the latter aspect to the FCO.)
2. I suggest that you should invite the Council to draft a letter to them from HKD setting out the terms and conditions of such an arrangement. (The proposals for charges to meet admin costs etc seem fair enough.) This draft could then be cleared with HKD and British Council legal advisers. It might also be a courtesy to clear the arrangement with the executors of Sir S K Tang's estate, at the appropriate time.
3. I shall be glad to offer further advice on any proposals for the scholarships.
