I sympathise with the Governor's feeling that Mr

Jackson-Lipkin should not be encouraged to use this private

channel for a discussiuon of policy with the Secretary of

State. It could put the Chief Justice and the Governor in an

awkward position. I therefore hope that the Secretary of State

will feel that Draft A is sufficient.
