I have certainly taken in what you said about overseas recruitment. I do not think that it would be right for me
to enter into a comprehensive discussion on this subject, but you may like to know that there is in fact no ban on overseas recruitment either for the judiciary or the civil service. Overseas officers are continuing to be recruited to fill posts for which no suitable qualified local candidates can be found see, for example, the appointment of J B Mortimer to the Bench as recently as September.
