I am writing to keep you up to date on our policies

governing appointments to the Administrative Service.

Our

Recruits to the permanent and pensionable establishment of the Service will not in future be required to have or acquired British nationality prior to their confirmation to the grade. latest recruitment advertisement stated however that applicants for appointment on local permanent and pensionable terms should have resided in Hong Kong for at least seven years (as compared with five years previously) and have knowledge of both English and Chinese. The recruitment examination now includes a compulsory Chinese element in one of the three papers that have to be taken. Our overall aim is to promote the recruitment of people who have a very close connection with and a strong commitment to Hong Kong.

The change in policy with regard to nationality does not affect serving officers. They remain subject to the conditions under which they were recruited.

These arrangements do not preclude the recruitment of overseas officers where this is considered necessary, for example to bring in special expertise. However any such appointments will in response to specific advertisements and, as announced in CSB Circular 6/85 earlier this year, be on agreement terms. Appointees would not be eligible to apply for subsequent transfer to the permanent and pensionable establishment.

To maintain consistency, one further change has had to be introduced in respect of serving overseas agreement officers. As has been announced in the CSB Circular mentioned above, and as those officers affected already are aware, a time limit within which they may apply for transfer to pensionable terms has been introduced. Any eligible overseas agreement officer wishing to apply for transfer must do so before 30 September 1986 or before the end of his or her current agreement, whichever is the later.

This letter is issued for information so that you can keep abreast of policy changes affecting our Service.
