clarification.
Our policy is not to exclude overseas officers
from lang term employment rather one would encourage
them to work on a long term basis. There is some
contradiction with localisation.

Can localisation be at the recruitment stage only. HK's universities, polytechnics and other institutions are producing increasing numbers of qualified people. Nobody would dispute that at the recruitment stage, if you have sufficient persons of the right calibre they must get first chance. What is unfortunate and
causes bitterness is when the HK Government does not
renew overseas civil servants contract in mid-career.
Suddenly saying to a man in his mid-40s that he is out of a job.
Noted the point.
