It is my personal view that the HK SAR Government has the power to decide this. I cannot remember the precise words something like those who are working would continue includes permanent and agreement officers.

The British Government does not have experience of this approach. Lack of familiarisation is worrying. Previously in such a situation the expatriates packed their bags and were gone. That was straightforward. However in the HK case many of our members would be happy to work into the next century.

The HK SAR Government will treat overseas officers in the spirit of the Joint Declaration. Our policy is that those working will remain employed on the same terms and their welfare the same.

The purpose

is to make these overseas civil servants have peace of mind and continue serving Hong Kong. This will guarantee continuity. You should encourage your members to work on a long term basis.

Many pensioners worry about their pensions such as putting a tax on them.

On this question if you read the Joint Declaration it is explicit that they will get their pensions

wherever they are.
