civil servants.

The Joint Declaration mentions, those who were previously in posts would remain. After 1997 Hong Kong could still recruit those who were permanent

residents.

That means before 1997 they did not need to be permanent residents but after 1997 recruitment must be permanent residents. If needed, overseas civil servants who are not residents can be recruited. The Chinese Government is quite general on the terms of recruitment. If I recall quite a large number are professionals, technicians. These will not be limited by residency qualifications. My personal view is that after 1997 the HK SAR will have necessity to employ a certain amount of overseas government servants.

One reason is that many overseas officers have been working a long time in the Hong Kong Government so it is necessary to keep them working. I do not know if I have the correct idea, some HK people do not like working in the Government. Many lawyers do not like to work in the Judiciary and Legal Department so quite a lot of Judges are recruited from abroad. The terms will remain the same after 1997. They will get the same conditions as specifically stated in the Joint
