Object
To conduct a pay level survey to compare salaries and fringe benefits in the civil service with the private sector at the directorate level.
To monitor implementation of the Home Purchase Scheme and the Housing Loan Scheme.

Latest Position
Hay Management Consultants have submitted a tender for the directorate pay level survey, commencing concurrently with the non- directorate pay level survey and using as similar methodology as possible. The tender is being processed jointly by Civil Service Branch and Finance Branch. Meanwhile all Secretaries and Heads of Departments, agencies and independent organisations have been notified of the intention to conduct a directorate pay level survey and their comments have been invited.
Home Purchase Scheme
As at 25.6.86, approval in principle has been given to 2,000 officers under the 1985/86 scheme. So far, 1,536 have submitted formal applications, of which 1,503 have been approved (making a total of 9,974 since the inception of the scheme in 1981).
A review of the operation of the scheme in the past five years is being carried out with Staff Side participation.
Housing Loan Scheme
In 1985/86, 80 housing loans were effected (making a total of 304 since the inception of the scheme in 1981).
A new call circular will issue in July.
