Pay Level Survey for Non-directorate Staff

Object

To consider what measures need to be taken to preserve the independence of the Judiciary and to attract local people into the Judiciary.

To consider the Standing Commission's advice on leave and passage arrangements.

To assist the Standing Commission in conducting a pay level survey to compare salaries and fringe benefits in the civil service with the private sector at the non-directorate level.

Latest Position

A revised draft ExCo Memorandum on pension and retirement arrangements for members of the Judiciary has been prepared and referred to the CJ and AG for comment. The CJ's comments have now been received and his suggested amendments incorporated in the draft. The paper is now being considered by the FCO.

The Staff Sides have completed consultations with their memberships on the Standing Commission's recommendations. Further discussions with the Staff Sides of the Senior Civil Service Council and the Police Force Council will be held on 9 July, after which Civil Service Branch will decide whether the Standing Commission should be requested to reconsider part of its recommendations.

The Pay Level Survey Advisory Committee set up by the Standing Commission to advise it on the methodology and the conduct of the survey has been holding weekly meetings; so far five meetings have been held. It is estimated that the Committee's conclusions will be submitted to the Standing Commission in mid-July.
