Future Arrangements for the Civil Service (DEV 20/23-C)
To identify a list of issues likely to be affected by the provisions in the Joint Declaration and to consider what if any changes should be made in the transitional period leading to 1997.

Reaction from the floor during the subsequent discussion session was not particularly lively. The participants tended to ask questions rather than make a contribution to the discussion. Such questions included conditions of service after 1997, whether there would be a
ministerial system, the process of appointment of the Chief Executive, and whether he would be a civil servant.
(e) New Pensions Scheme
More and more civil servants have expressed an interest to know the details of the new package and to have the opportunity to comment on it before it goes to the Standing Commission,
(a) New Pension Scheme - a number of modifications
to the scheme have now been approved by ExCo, The Chinese have been provided with details of the scheme and discussions are taking place on the timing of expert talks.
(b) Limited Compensation Scheme

ExCo has
agreed that staff may be consulted on the draft Limited Compensation Scheme. However, before discussing the scheme with staff the Chinese will be informed of our intentions probably at the JLG on 25 July.
