(d) Seminar on Basic Law and the Civil Service.

On 7.6.86, the BLCC Secretariat held a seminar for civil servants to discuss the Joint Declaration and the civil servants, the SAR Government and the civil servants, and the terms of employment of civil servants in the SAR Government. About 150 civil servants attended. The meeting was told at the beginning by the Deputy Secretary General of the BLCC Secretariat that any views expressed would be forwarded to the Basic Law Drafting Committee for reference. This was followed by two speeches by Justice A Garcia and Justice T L Yang. Garcia, apart from elaborating on the basic policies regarding civil service employment as set out in the Joint Declaration, suggested that a civil service pension fund should be set up and that the Public Service Commission should become a decision-making cum executive body. Yang concentrated on the employment of expatriates in the SAR Government.

Dr Lau Siu-kai of the Chinese University also gave a speech on the future political development and its effect on the civil service. He echoed Garcia's suggestion that an independent PSC should be set up.
