Outside the meeting, the Staff Side representatives also expressed the worries that the junior staff surveyed would not be able to express themselves adequately, thus distorting the outcome of the survey. They were also concerned that the duty lists might not be up-to-date or detailed enough for a meaningful comparison.

On 12.6.86, the Hong Kong Chinese Civil Servants Association representatives called a press conference raising the points described above. Subsequently the Association issued an open letter to all the civil service unions requesting them to give their views and to keep a watch on developments. The unions have not responded enthusiastically to the invitation.

The press have taken considerable interest in this issue. While coverage has been comprehensive, press commentaries are few.
