In his minute of 24 March Mr Layden summarised the difficulties presented by Mr Justice Jackson-Lipkin's insistence on corresponding with the Secretary of State on matters of policy. On that basis the Secretary of State
sent a very general reply to Mr Justice Jackson-Lipkin's
last letter dated 4 March.
