(b) Limited Compensation Scheme
ExCo has
agreed that staff may be consulted on the draft Limited Compensation Scheme. The Chinese were briefed on our intentions during JLG IV. Staff consultation on the scheme will start when the revised pension scheme is announced.

Leave and Passage Arrangements (PSU/SC/1/1)
To consider what measures need to be taken to preserve the independence of the Judiciary and to attract local people into the Judiciary.
To consider the Standing Commission's advice on leave and passage arrangements.
A revised draft ExCo Memorandum on pension and retirement arrangements for members of the Judiciary has been prepared and will be submitted to ExCo during October.
The Standing Commission is expected to further consider the following three areas in October on the basis of staff representations
(a) a small upward revision of leave-earning
rates to take account of the fact that when casual leave and vacation leave were combined into one kind of leave, the former would cease to be leave-earning;
(b) simplification of the Standing Commission's
proposed annual leave arrangements for officers on MPS 38-47; and
(c) extension of leave passages to local officers
on MPS 51 once every four years.
