(d) Meeting with Chinese Members of BLDC
On 12.9.86, at the invitation of NCNA, representatives of six civil service unions including the Hong Kong Chinese Civil Servants Association, the Senior Non-expatriate Officers Association and the Hong Kong Civil Servants General Union met with 5 Chinese members of the BLDC.
Future Arrangements for the Civil Service

To identify a list of issues likely to be affected by the provisions in the Joint Declaration and to consider what if any changes should be made in the transitional period leading to 1997.
Feedback indicates that the meeting was basically a listening session for the Chinese. The subjects touched upon included ministerial government system, filling of key posts in the civil service, right to organise unions and collective bargaining, and the establishment of a civil service pension reserve fund.
