It is necessary that this Bill be enacted before the end of March and come into operation on 1 April 1986 to enable the two Councils to function effectively under the Ordinance. This schedule was planned prior to the recent agreement with UMELCO regarding the processing of legislation. UMELCO has been informed of the necessity to proceed in accordance with the original schedule So as to ensure enactment before 31 March 1986.
PUBLIC REACTION

The Bill which mainly provides for
consequential amendments to the Ordinance is unlikely to arouse controversy.
PUBLICITY

A press release giving the legislative timetable will be issued to coincide with the publication of the Bill, but widespread publicity is not considered to be essential.
ADVICE SOUGHT

Members will be asked to advise whether the Public Health and Urban Services (Amendment) Bill
Bill 1986 annexed, should be introduced into the Legislative Council.
(The Secretary for Municipal Services, Mr G. BARNES and the Senior Assistant Law Draftsman, Mr E.H. MARTIN, will attend before the Council for the discussion of this item.)
