Introduction
Petition to H.E. the Governor by NG Ting-ka (Prisoner 30322)
The petitioner is as above stated, he is 32 years old, single and at the time of his arrest lived at Flat 2A Hanoi Road, Tsimshatsui. On the 1st October 1980, in Western Magistrates Court he was convicted of Assault with Intent to Rob and was sentenced to two years imprisonment. On the 6th March 1981, an appeal against conviction was allowed, but the Presiding Judge made a hospital order without imposing a time limit. The petitioner is presently detained in Siu Lam Psychiatric Centre.
Summary of Case

At 1430 hours on the 8th September 1980, the petitioner entered the Head Office of the Hong Kong and Shanghai Banking Corporation in Central. He approached a female employee, took hold of her fro behind and pointed a knife at her, declaring that he had come to rob the bank. His actions were noticed by the security guard who alerted a police patrol in the vicinity and the petitioner was subsequently arrested. The employee was released unharmed and nothing was stolen.

As the petitioner is detained under Section 45 of the Mental Health Ordinance I am unable to comment and it is, therefore, more appropriate for the Director of the Medical and Health Department to decide as to his suitability for release.
