The Tribunal sat on Saturday the 28th December 1985 at
Siu Lam Psychiatric Centre, New Territories to consider the petition of Ng Ting Ka (hereinafter referred to as "the Petitioner") dated 15th day of October 1985.
The Tribunal perused and considered the documents, copies
of which are annexed hereto. A copy of the Chairman's notes of the proceedings are also annexed hereto.
The Petitioner was present and gave unsworn evidence in support of his said petition. He did not appear to be very lucid
and much of what he said made little or no sense.
Dr. W. T. Yu was present and gave evidence and informed
the Tribunal that there had been no improvement in his mental
condition since the Petitioner last filed a petition which was considered on the 17th September 1983. Dr. Yu stated that the Petitioner was suffering from the same delusions as before and
that he had no insight into his illness; that he was dangerous to
other people and that the chances of an early recovery were extremely
doubtful. He stated that the Petitioner was suffering from
