Policy It is Government policy to set the hiring charges for recreational facilities in the New Territories at a reasonable level to enable the general public to make use of such facilities. However, it is necessary to review the level of charges at regular intervals to take account of increases in operating costs. As the standard of new recreational facilities in the New Territories is similar to that of the facilities in the Urban Council, the levels
