I refer to our previous correspondence regarding fees for medical services and in particular to your letter of the 6th of May 1985.
As you know on this issue we have conducted a survey and listened to opinion of the public whether they are interested directly or indirectly in the services of Tung Wah. I am now directed by the Board to write you this reply. The Board of Directors does not agree with the Director of Audit's observation that the Group has long since ceased to provide its services to the poor and needy. The provision of free medical services is not only a long- standing tradition of Tung Wah but also its first and foremost object as clearly stated in the Tung Wah Group of Hospitals Ordinance.
The Board firmly believes that there is a continuing public demand for free medical services. This is substantiated by the fact that Tung Wah's patients belong to a lower socio-economic stratum of the community, as revealed by the SRH survey. Their household income is about half and their personal income is only one quarter of those of the general population. Further, our record shows that almost 15% of our fee paying patients (those sent to us from Government Hospitals) have applied. for waiver. It would, therefore, be inappropriate to withdraw free medical services completely in the present circumstances.
