April 1985, having considered XCC (85) 34 (Annex A) Members advised and the Governor ordered that the memorandum be resubmitted following discussion with the Tung Wah Group of Hospitals (TWGH) of the proposition that they could continue to operate free beds, but that the government subvention would be reduced by the equivalent of the revenue foregone. The purpose of this memorandum is to report on the outcome of the consultation with the Board of the TWGH and to seek Members' advice on the further action to be taken.

Discussions with the Board of the TWGH

On 6 May 1985 the Secretary for Health and Welfare wrote to the Chairman of the Board of Directors of the TWGH drawing his attention to the observations made on the free medical policy of the Group in the Director of Audit's report for the period ending 31 March 1984. He pointed out that the Government would not wish to insist that the fees in the hospitals operated by the Group should be set at the same level as those obtaining in government and other subvented hospitals but that if the Group wished to continue the practice of not levying fees for hospital and clinic services, or if it wished to charge at less than the government rates, then the Government would expect the Board to raise the necessary additional revenue from private sources, as it was proposed to determine the level of the medical subvention to the Group on the assumption that fee income based on the normal government fees had been received.

Subsequently a meeting was held between the Board and the Administration to discuss the matter. The Chairman advised that before replying formally to the Government, the Board intended to commission a survey to sound out public opinion on the proposal that the Group should levy charges for its hospital and clinic services.
