At paragraph 4 of this document, the World Health Organisation urges members to implement a number of strategies. It is interesting to note that these "strategies" are consistent with our clients' publicły stated policy of marketing and promotion as can be illustrated as follows:

(i) The use of smokeless tobacco products

does not give rise to tobacco smoke likely to offend;

(ii)

(iii)

U.S. Tobacco's adherence to strict marketing practice to discourage use by children is a matter of public record;

U.S. Tobacco's significant and continuing multi-million US dollars contribution to research into the causes of certain medical disorders. Attached is a copy of a booklet describing the Smokeless Tobacco Research Council, the principal avenue through which such research is funded by our client.

Measures adopted by overseas countries

Ireland. The Health (Restricted Article) Order 1985 was introduced without consulting our clients or others with an interest in the legislation or giving them an opportunity of making representations concerning it. Our client has been advised to challenge its validity in the courts. It is currently the subject of litigation.

New Zealand. While it is thought that various anti-smoking groups may have mađe representations to the Government in New Zealand, our client does not believe that "similar measures are planned" (i.e. a ban).
