amended in the proviso by inserting after "Ordinance"
the following

Council, such delegation shall be subject to
and in accordance with the provisions of the
Regional Council Ordinance 1985".

Section 144 of the principal Ordinance is
amended by inserting after "Urban Council" the
following
"or the Regional Council".
