1. I called on Mr Hocké on 9 December in my capacity as newly elected Chairman of the Humanitarian Liaison Working Group. I said that the HLWG had noted Mr Hocké's wish to change the date of the informal meeting of the Executive Committee of UNHCR from late January in view of his absence at that time in Iran and the Middle East. It had been suggested in the HLWG that in place of the informal meeting the UNHCR might arrange an Open House on the lines of that held in September, which many HLWG members had found extremely useful. The informal meeting might then be held in mid-March (combining both the January and June informal meetings) and a further Open House held in June.

Mr Hocké said that he regretted having to propose a change in the date of the informal meeting, but his visit to the Middle East centrated on the meeting of the Islamic Conference and could not be re-scheduled. In principle, he was receptive to the idea of an Open House, but wanted the results of the Peat Marwick study on UNHCR organisation and procedures to be available before such an Open House took place. He would be seeing Peat Marwick representatives on 12 December, and would then have a clear idea as to when their final report would be ready. He would let me know after the meeting whether the Open House in the last week of January would be feasible.

Speaking in my national capacity, and not as HLWG Chairman, I then raised the question of Mr Hocké's statement to the Inter- governmental Committee (Honolulu Group) in October. I said that we were interested in becoming members of the Group, but understood that an early decision on this was unlikely in view of possible changes in the role and composition of the Group, not least because of Mr Hocke's own personal interest in participating in the Group's work. However, although not members of the Group, we were still very much concerned with the problem of Vietnamese refugees, and we would find it extremely helpful to have a copy of the High Commisioner's statement to the Group on this subject. As far as we could ascertain, there was no objection by individual members of the Group to our having the statement; but as it was the High Commissioner's statement, the Group members were hesitant about making it available to us. However, if Mr Hocké himself was prepared to give us a copy, this would solve the problem.
