Widespread support for reorganisation although some pointed out that it was too soon to judge its effectiveness. Plan of action to be submitted and discussed at January 1987 Informal EXCOM.

ADMINISTRATIVE MATTERS

17.

Chairman of UNHCR Staff Council expressed concern about conditions of service in the field. EXCOM invited High Commissioner - to make proposals to 38th Session for further improvements. Austria may raise this in General Assembly.

FINANCIAL CONTROLS

18. UNHCR's positive response to Board of Auditors' severe criticisms of financial management welcomed. Firm undertaking by UNHCR to ensure an improvement before next year but effects of training in management skills would not show through fully until 1987 and 1988 reports.

FUND-RAISING AND FINANCIAL TARGETS

19. Concern expressed at shortfall, as at October 1986, of $62.5m ($46.8m General Programmes and $15.7m Special Programmes). Revised financial target of $315.6 for 1986 General Programmes and target of $360.4 for 1987 General Programmes approved, both excluding $10m for Emergency Fund.

20. This year's EXCOM was workmanlike and efficiently run. High Commissioner's new broom approach made a difference. divergence of interests was again demonstrated between the developed countries (which concentrated on reorganisation of UNHCR and irregular movements) and developing countries (more support for refugees and condemnation of armed and military attacks on refugee camps).
