Uganda gave a brief history of the subject of refugees from Uganda, of Sudanese asylum seekers in Uganda, and of the security situation in Uganda. They praised the role of UNHCR in returnee programmes, called for additional international funds to assist such programmes and expressed their thanks to both NGOS and UNHCR for their help. Finally they expressed their view that voluntary repatriation remained the best durable solution and appealed to all their citizens living outside Uganda to return. In this regard they stated that the statement made by the Government of Rwanda was totally unacceptable and called on UNHCR to convene a meeting of high ranking officials of governments in the region to tackle this problem and to plan for a summit to deal with it.

5. Israel spoke at length about the reorganisation of UNHCR. They referred to the report of the Group of 18 and suggested that UNHCR might like to consider the recommendations of this group when considering any further reorganisation. They also commented on the need for proper evaluation of UNHCR projects and for UNHCR to cooperate with other international organisations, especially UNDP, the World Bank

They also and the Intergovernmental Council on Migration. spoke at length about Israel's own history with refugees and called on all states to accede to the relevant international instruments. Here they made an oblique dig at the Eastern European countries.

Venezuela stated that EXCOM must condemn military attacks on refugee camps and stated that existing legal measures were insufficient. In their speech they also referred to the plight of women refugees, the reorganisation of UNHCR and the need for further training of UNHCR personne the need for burden sharing, and the disproportionate burden placed on least developed countries.

Nicaragua stated that it was military conflicts and They felt social conditions which gave rise to refugees. that in order to tackle the refugee problem it was necessary to tackle root causes. In this context they condemned military attacks on refugee camps. They also spoke about UNHCR's protection role and the need to prevent expulsion of refugees. Finally they spoke about the reorganisation of UNHCR and expressed the hope that this would lead to positive change in the organisation.

Vietnam expressed their appreciation for the balanced approach of document 680. They appreciated the efficient, netyral, humanitarian, and impartial position of UNHCR. Vietnam had stated their views on armed attacks on refugee camps at the 1984 session of EXCOM. They agreed to condemn
