On this last point they asked for states to respect the humanity and dignity of refugees without discrimination and asked whether it was not a paradox that at the time when one hundred nations had signed the fundamental instruments members of the EXCOM were interpreting the basic criteria more and more strictly.

Tunisia supported the universality of refugee instruments and pointed out that the present economic crisis should not affect the fundamental rights of refugees, if it did, it may have longer-term consequences. In particular Tunisia regretted the lack of consensus on the conclusions on military attacks on refugee camps.

Morocco spoke about mass flows of refugees, integration, self-reliance and voluntary repatriation for refugees, finance of UNHCR, international protection, armed attacks on refugee camps, and the position of the Sahrawi refugees in Algeria. On military attacks they too regretted the lack of consensus on the conclusions.

Yugoslavia referred to durable solutions, aid to least developed countries, cooperation between UNHCR and other UN organisations, the reorganisation of the Office, the report of the auditors, international protection, international refugee instruments, armed attacks on refugee camps, detention, and Yugoslavia's own record towards refugees. The points of most interest were that Yugoslavia supported the humanitarian character of UNHCR's work and the developmental approach in its activities. They attach equal importance to voluntary repatriation, local integration and resettlement in third countries which should be applied in conformity with the particular situation in each case and in compliance with the concrete conditions for their realisation. They too regretted the lack of consensus on the conclusions on the prohibition of military attacks on refugee camps and settlements. Finally they described themselves as a transit country and stressed the urgency of finding final solutions for all refugees in Yugoslavia and their resettlement in asylum countries.
