13. Algeria was the next to speak. The main points of their speech were as follows:

initiated by UNHCR to examine specific questions eg. financial situation.

They supported the emphasis now placed on self-reliance.

(c) Their support for the decision to

keep the question of military attacks on refugee camps under continuous review.

Appreciation for UNHCR's role in seeking durable solutions and also for helping those for whom there were no durable solutions eg. the Sahrawi refugees in Algeria.

(e) Algeria's particular support for

strengthening legal instruments to protect refugees. They also stated that the Algerian Red Crescent was the coordinating refugee aid agency in Algeria, in coopreration with the High Commission for refugees.

Thailand was the next to speak. In a hardhitting speech the Thais stressed the following points:

(a) That it was human rights abuses

that lead to refugee flows.

(b) That the Thai Government was

deeply concerned at the recent fall in the number of refugees being settled in third countries.

(c) That influxes into Thailand had increased markedly in 1986.

(d) That their screening programme for Loatian refugees was going well but they renewed their appeal to UNHCR to use its good offices to persuade the Loatian authorities to allow those

screened out to return to Laos. Failing this the Thai authorities
