The outgoing Chairman of EXCOM, Ambassador Chiba, of Japan delivered his usual farewell speech. The main point of his speech was about the useful role that EXCOM could play. Here he gave as example of constructive dialogue between EXCOM and the Office of the High Commissioner about the format of documentation for EXCOM.
Election of Officers
2. The elections went off smoothly with none of the posts being contested. The Netherlands nominated Ambassador Charry Samper of Colombia for the post of Chairman and this was seconded by Tanzania. Ambassador Charry Samper was duly elected.
3. China nominated Ambassador Robertson of Australia as Vice-Chairman and Canada seconded. He was duly elected.
4. Brazil nominated von Schubert of the Federal Republic of Germany for the post of Rapporteur and this was seconded by Thailand. He was duly elected.

5. The draft agenda was adopted without debate.
The High Commissioner's Speech
6. The High Commissioner delivered a long speech breaking his own five-minute rule and tackling all the usual subjects. A copy of the text is attached. The main points were in order:
(a) the usefulness of close governmental
contacts;

the responsibility of EXCOM;
(c)
the changing nature of the refugee problem;
