programmes, a comprehensive operations review was undertaken and efforts were made to strengthen consultations with the CAR and the technical ministries concerned: the Ministry of Labour and Social Affairs as regards the vocational training programme, the Ministry of Agriculture in respect of rural settlement schemes and the Ministry of Health in respect of sanitation, long-term health care and disease control. A vocational training project benefiting 1400 refugees is now due to start in the latter part of this year, and UNHCR will assist specialized institutes to make technical surveys of designated rural settlement sites and advise on appropriate rural construction methods. In co-operation with the CAR and Ministry of Health, technical advice will also be obtained to develop a detailed plan for further UNHCR assistance in the health sector where needs remain considerable. Income generating projects for both rural and urban refugees are also under study. In view of the strain on local infrastructure and services, the implementation of projects aimed at self-sufficiency has become all the more urgent, particularly in areas where the refugees may even outnumber the local population.
Arrangements for implementation
6.4.12 The UNHCR assistance programme continues to be implemented by the CAR which operates under the supervision of the Ministry of the Interior. UNHCR also maintains a close relationship with the Ministry of Foreign Affairs and with the Ministries of Agriculture, Health and Labour. Close co-ordination with UNDP is also ensured.

6.4.13 The activities covered under the local integration programme can be summarized as follows:

this sector covers the purchase of medical equipment for disease control, the erection of 18 prefabricated dispensaries in refugee-affected areas (principally in Eastern Iran), as well as the equipment of a special refugee hospital in Mashad. The projection for 1987 requirements incorporates a continuation of these activities with particular emphasis on disease control and the establishment of outreach services in spontaneous settlements where medical facilities are at present inadequate.
