Report of the Advisory Committee on Administrative and Budgetary Questions

The Advisory Committee on Administrative and Budgetary Questions has considered the High Commissioner's report on UNHCR activities financed by voluntary funds for 1985-86 and proposed programmes and budget for 1987 (A/AC.96/677, Parts I to VII). During its consideration of the report the Advisory Committee met with representatives of the High Commissioner.

Form of presentation

2. The format of the High Commissioner's report has been changed; it is now presented in seven separate parts. The reasons for the revision and the changes in presentation that have been made are described in Part I, paragraphs 1.1.1 to 1.1.4 of the report.

3. Under the new format, a global presentation of the programme support and administration elements of the assistance budget is contained in Part I of the report. In this connection, the Advisory Committee notes the statement contained in Part I, paragraph 1.17.1 of the report that "UNHCR's budget submission for programme support and administration follows the pattern developed over the past years with the approval of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the Executive Committee".

Overall budget

The summary tables A, B, and C below provide a comparison of actual expenditure from all sources of funds in 1985 with initial and revised estimates for 1986 and projections for 1987.
