(1) Nature of Refugees

Replies apply almost exclusively to Sahrawi refugees who consist the vast majority of refugees in Algeria. These refugees fit into category ii although, in some cases, category i would also apply.

As such, the Sahrawis are in effect a nation (SADR) without territory. The Algerian government offers them full refugee status with an extended range of ensuing rights and facilities. Their identity cards are recognised by the Algerian government but they do not have the right, for example, to work outside their camps.

(2) Needs of Refugees

i. The total real needs of the refugees are assessed between the Algerian government, represented by the Algerian Red Crescent Society, and the SADR. These are then split up on a sectoral basis, confirmed with and divided among other donors and agencies.

ii. The Sahrawi Red Crescent Society speaks for the refugees but virtually ventriloquises for the government of the SADR to the Algerian Red Crescent Society, a semi-governmental body, assigned by the Algerian government.

iii. UNHCR field officers now visit the camps regularly at about monthly intervals to observe, discuss and confirm refugee needs (see also (3)i below).

The UNHCR do not really make representations on behalf of Sahrawi refugees in this respect but they do as regards the much smaller percentage of other refugees from other states both as regards recognition and employment as well as training. The training needs of the Sahrawis are met, in so far as is possible, on the spot in their camps.

Assistance Programmes

The High Commissioner's reorganisation plans have not really affected the Algerian field operation except, ironically, to deprive them of one support staff member who returned to work temporarily in the High Commissioner's office.
