I am replying direct to your letter of 30 July and copying to Mrs Wyeth (not vice versa as requested) because there are some political glosses and references which I think make this preferable.
2. I have been through the questionnaire in detail both with Staffan Bodemar, the UNHCR representative, and Richard Roth, US Embassy Political Officer, because the latter made the most recent independent visit to Tindouf and has been able to give a more objective view than that coming straight from the horse's mouth. I had also hoped to speak to Gunther Raad, the EC representative here, who also visited recently and could give a viewpoint on the use of EC funds but I have been unable to do so within your deadline and will write again if he has anything to add.

You will also have seen our continuing political reporting on the Western Saharan situation which gives rather more detail than would seem appropriate for the questionnaire itself - notably Algiers telno 137 which is reflected but not completely covered in my answers to the questionnaire. I am enclosing a copy of this telegram for you and the other recipients for ease of reference.

I have tried to answer all the questions and have therefore covered them seriatim, referring only to the sectional heading in each case. I hope you will find this formula both comprehensible and helpful, but please let me know if supplementary questions arise.
