dependent on the NGOs for their survival. They are often jobless due to the high unemployment rate in the towns. Even with the self-sufficient refugees there is a tendency to take it for granted that UNHCR or an NGO will sort out a problem when asked which the refugees should be attempting to sort out for themselves. TCRS are concerned that the "cut-off" point on programmes may be wrong ie that they may be staying in after the work has ceased to be really worthwhile. They also believe that some of the equipment being provided is too sophisticated. A related problem, of which all partners are aware, is the extent to which grievances may be built up within the local population against refugees because of the amount of assistance they receive eg their housing is probably marginally better than that of the average Tanzanian; until recently money would be available fairly automatically to sponsor any refugee who wished to attend a higher education institution when a scholarship was by no means guaranteed to an equally qualified Tanzanian; etc of course the local population, particularly in the areas of spontaneous settlement have also benefited from the facilities set up for the refugees.

The settlement commandants work very closely with the project coordinators. Most projects are put forward by the GOT in the first place and most of the emplovees of the implementing agencies are either Tanzanians or refugees.

Co-ordination/Co-operation

There is very little duplication of activities as the coordination mechanism is good.

We do not know if UNHCR holds regular co-ordination meetings. The UNHCR office does coordinate with UNHCR offices in nearby countries.

The department responsible for refugees is the Ministry of Home Affairs, Refugee Section. The Prime Minister's Office is responsible for the liberation movements.
