The UNHCR Programmes Officer visits every project about three times a year.
UNHCR liaises with the GOT on all refugee matters. Government policy is formulated in and implemented by the Refugee Section in the Ministry of Home Affairs. The commandants in the settlements work for this section and report to it on needs in the settlement.
UNHCR have a scholarship programme for the education of refugees within Tanzania.
The programme, at a lower education level, is implemented by Home Affairs for state schools and the Christian Council of Tanzania for private schools. All the higher education programme is implemented by Home Affairs in close cooperation with UNHCR. In the past some Francophone refugees were sent to study overseas but UNHCR decided this policy was both expensive and questionable. Instead it has upgraded its English teaching programme to enable Francophone refugees to integrate better into the Tanzanian education system. UNHCR is just beginning to focus on the possibilities of sending refugees abroad to study on scholarships given by other organisations.
3. Assistance Programmes
It is practically impossible for us to say whether programmes are adequate or how they could be improved. However, all the NGOs, UNHCR and the GOT, without giving the impression of complacency, seem to be broadly content with the progress of their programmes. UNHCR assistance benefits those for whom it is intended, as far as we are able to tell.
Given that the vast majority of refugees in Tanzania are here to stay there is a great emphasis on reducing dependency and promoting full integration into Tanzania society. On the settlements self-sufficiency is excellent with the older established settlements producing large surpluses for sale to the local population. Last year when the Bank of Tanzania introduced new notes buses apparently had to be sent to the settlement to transport money to the banks to be changed.
