(i) An unascertainable number of Ethiopians (Eritreans
and Tigreans); Chadians and Ugandans.

(v) Steady influx since the early 1970s caused by internal
conflicts in Sudan's neighbours; mass influx caused
mainly but not solely by drought in 1984/85.
(vi) Until mid-1986, the Sudanese authorities gave virtually
all incomers full refugee status. From June 1986, they became more discriminatory; appreciable numbers of incomers from Ethiopia were regarded as migrant workers
and were refused registration as refugees. We
understand that UNHCR is obliged to accept the govern-
mental classification.
(i) By the Sudanese Commission for Refugees assisted
by UNHCR.
(ii) Tribal leaders and heads of families.
(iii) They spend their working days among the refugees,
many live in the camps.
