7. On settlement, our main focus must be Hong Kong: consistently
high case load of boat people (currently 8,600), including particularly high proportion of long stayers (see separate brief). [If pressed]: SCORRI commitment also offers scope for resettlement
of some Indo-Chinese in camps elsewhere in S E Asia.
8. We also continue to accept Indo-Chinese for resettlement under
ODP and RASRO. (Rescue at Sea Resettlement Offers Scheme).

To date, some 20,000 Indo-Chinese resettled in the UK.
Continue to support and follow with interest the screening programme for Lao refugees. Understand there are problems; can
these be overcome?
